The Chief Clinical Officer (CCO) is a senior
clinical executive responsible for providing strategic clinical leadership
across Washington Healthcare's medical centers and clinical services.
The CCO provides overall leadership for
clinical practice, clinical governance, patient safety, medical standards,
physician performance, clinical service development, and professional practice.
The position ensures that clinical services are safe, evidence-based, ethical,
patient-centered, efficient, and aligned with the organization's strategic
objectives.
The CCO works closely with the Chief Operating
Officer, Chief Quality Officer, medical directors, physicians, nursing
leadership, pharmacy, laboratory and diagnostic services, allied health
professionals, HR, finance, and other departments to ensure the delivery of
safe, effective, coordinated, and high-quality healthcare.
KEY
RESPONSIBILITIES
1. Clinical
Strategy and Leadership Duties
- Develop and implement the organization's clinical
strategy in alignment with the vision, mission, strategic objectives, and
growth plans.
- Provide overall clinical leadership across Washington
Healthcare's medical centers and clinical services.
- Translate organizational strategies into measurable
clinical plans, priorities, and performance objectives.
- Establish and maintain high standards of clinical
practice across all clinical departments.
- Ensure clinical services are organized around patient
safety, clinical effectiveness, patient experience, and continuity of
care.
- Provide strategic advice to the COO and senior
management on clinical matters.
- Identify opportunities for development of new
clinical services, specialties, centers of excellence, and innovative
models of care.
- Ensure clinical decisions are based on appropriate
evidence, professional standards, patient needs, and organizational
priorities.
- Promote integration and coordination among medical,
nursing, diagnostic, pharmacy, and allied health services.
2. Clinical
Governance Duties
- Establish, strengthen, and maintain an effective
clinical governance framework.
- Ensure clear accountability for clinical
decision-making and professional practice.
- Chair or provide leadership to appropriate clinical
governance committees.
- Establish mechanisms for monitoring clinical
standards, outcomes, professional performance, and patient safety.
- Ensure clinical policies, protocols, guidelines,
pathways, and procedures are developed, approved, implemented, and
regularly reviewed.
- Ensure clinical practice is consistent with
applicable Ethiopian laws, professional standards, ethical requirements,
and recognized international best practices.
- Promote evidence-based clinical practice throughout
the organization.
- Ensure clinical lessons from incidents, complaints,
audits, mortality reviews, morbidity reviews, and patient outcomes are
translated into improvement actions.
- Strengthen multidisciplinary clinical decision-making
and collaboration.
3. Medical
Staff and Physician Leadership Duties
- Provide professional leadership and direction to
physicians and other clinical professionals.
- Establish clear expectations for physician
professionalism, accountability, clinical performance, and ethical
conduct.
- Work with HR and relevant clinical leaders in
recruitment, credentialing, privileging, orientation, performance
evaluation, and development of medical professionals.
- Ensure appropriate credentialing and privileging
processes are implemented and maintained.
- Monitor physician workload, productivity, clinical
outcomes, professional conduct, and adherence to organizational standards.
- Address clinical performance concerns promptly,
fairly, and professionally.
- Promote continuous professional development and
lifelong learning among medical staff.
- Develop clinical leadership capacity among medical
directors, department heads, consultants, and senior clinicians.
- Promote multidisciplinary teamwork and respectful
professional relationships.
- Support retention and engagement of high-quality
clinical professionals.
4. Clinical
Quality and Patient Safety Duties
- Provide executive clinical leadership for patient
safety and quality of care.
- Work closely with the Chief Quality Officer to
establish clinical quality priorities and improvement programs.
- Monitor clinical quality indicators, adverse events,
sentinel events, mortality, morbidity, readmissions, complications,
infections, medication errors, and other relevant indicators.
- Ensure serious clinical incidents are appropriately
investigated, escalated, and acted upon.
- Ensure root-cause analysis and other appropriate
investigation methods are used for significant clinical incidents.
- Ensure corrective and preventive actions arising from
clinical incidents are implemented and monitored.
- Promote a culture of safety, transparency, learning,
and continuous improvement.
- Ensure patient safety concerns are escalated without
fear of retaliation.
- Review clinical performance trends and initiate
corrective actions where required.
- Ensure quality improvement initiatives are clinically
relevant, evidence-based, measurable, and sustainable.
5. Clinical
Service Delivery and Performance Duties
- Oversee the clinical effectiveness and performance of
inpatient, outpatient, emergency, surgical, diagnostic, pharmacy, and
other clinical services.
- Monitor clinical service utilization, clinical
workload, patient outcomes, waiting times, referral patterns, length of
stay, complications, and other relevant indicators.
- Ensure appropriate coordination of care across
departments and facilities.
- Promote timely diagnosis, treatment, referral,
discharge, and follow-up.
- Ensure appropriate clinical escalation systems are in
place for deteriorating or high-risk patients.
- Identify clinical bottlenecks and work with the COO
to develop practical solutions.
- Ensure appropriate clinical staffing and skill mix in
collaboration with operations and HR.
- Promote standardized clinical pathways and
evidence-based protocols where appropriate.
- Ensure continuity and coordination of care between
different clinical services.
6.
Patient-Centered Clinical Care Duties
- Champion patient-centered clinical care throughout
the organization.
- Ensure patients are treated with dignity, respect,
compassion, and professionalism.
- Promote shared decision-making and appropriate
communication between clinicians, patients, and families.
- Ensure patients receive understandable information
about diagnosis, treatment, risks, alternatives, and follow-up.
- Work with the COO and Chief Quality Officer to
address clinical aspects of patient complaints and dissatisfaction.
- Ensure patient concerns relating to clinical care are
appropriately reviewed and resolved.
- Promote continuity of care and effective
communication during transitions between services.
- Ensure vulnerable and high-risk patients receive
appropriate clinical attention and safeguards.
7. Clinical
Risk, Ethics and Compliance Duties
- Ensure clinical practice complies with applicable
Ethiopian healthcare laws, regulations, professional requirements, and
organizational policies.
- Identify and manage clinical risks across the
organization.
- Ensure appropriate clinical risk mitigation
strategies are developed and implemented.
- Promote ethical clinical practice and professional
accountability.
- Ensure appropriate systems exist for managing
informed consent, confidentiality, patient rights, and professional
conduct.
- Work with legal, quality, and administrative
leadership on significant clinical risk and medico-legal matters.
- Ensure appropriate reporting and management of
serious clinical events.
- Support organizational readiness for regulatory
inspections and external assessments.
8. Clinical
Policies, Protocols and Standards Duties
- Lead the development and review of clinical policies,
protocols, guidelines, and standards.
- Ensure clinical policies reflect current evidence and
accepted professional practice.
- Establish mechanisms to monitor compliance with
approved clinical protocols.
- Identify variation in clinical practice and develop
appropriate interventions.
- Promote standardization of clinical care where
clinically appropriate.
- Ensure clinical guidelines are communicated
effectively to relevant staff.
- Monitor implementation and effectiveness of clinical

9. Clinical
Education, Training and Professional Development Duties
- Establish priorities for clinical education and
professional development.
- Promote continuing professional development for
physicians, nurses, and other clinical professionals.
- Identify clinical competency gaps and work with HR
and department leaders to address them.
- Support clinical teaching, mentorship, case reviews,
grand rounds, morbidity and mortality meetings, and other professional
learning activities.
- Encourage evidence-based learning and use of current
clinical knowledge.

- Support appropriate partnerships with academic and

10. Clinical
Research, Innovation and Best Practice Duties
- Promote appropriate clinical research, innovation,
and evidence-based practice.
- Encourage adoption of proven clinical innovations
that improve patient outcomes and experience.
- Evaluate opportunities for new technologies,
diagnostic approaches, treatment modalities, and models of care.
- Encourage benchmarking against recognized healthcare
organizations and standards.
- Promote clinical learning from local, national, and
international best practices.
- Support development of clinical centers of excellence
where appropriate.
11.
Emergency and Critical Clinical Response Duties
- Provide clinical leadership during major clinical
emergencies, disasters, outbreaks, mass-casualty events, or other
significant incidents.
- Ensure appropriate clinical emergency preparedness
and response systems.
- Establish clinical escalation and emergency response
mechanisms.
- Coordinate with the COO, nursing, emergency services,
pharmacy, laboratory, facilities, security, and other relevant departments
during major incidents.
- Ensure adequate clinical readiness for emergencies.
- Lead or participate in post-event clinical reviews
and ensure lessons learned are implemented.
12.
Collaboration with Chief Quality Officer
- Provide strategic clinical direction to the Chief
Quality Officer.
- Establish clinical priorities for quality improvement
in collaboration with the CQO.
- Review quality and patient safety reports submitted
by the CQO.
- Ensure quality improvement initiatives are aligned
with clinical priorities and organizational strategy.
- Support the CQO in implementing quality management
systems, accreditation programs, clinical audits, and patient safety
initiatives.
- Ensure findings from quality audits and reviews are
translated into clinical improvement.
- Hold clinical departments accountable for
implementation of agreed quality improvement actions.
- Review serious quality and patient safety issues and
escalate significant risks to the COO.
- Promote a partnership between clinical leadership and
quality management.
13. Resource
and Workforce Planning Duties
- Work with the COO and HR to determine appropriate
clinical workforce requirements.
- Ensure appropriate staffing levels, skill mix,
competencies, and deployment of clinical professionals.
- Participate in clinical recruitment and selection of
senior medical and clinical staff.
- Advise management on clinical equipment, technology,
infrastructure, and resource requirements.
- Ensure clinical resource allocation supports patient
safety and quality of care.
- Participate in development of clinical budgets and
investment priorities.
- Ensure clinical resources are used responsibly and
effectively.
14.
Performance Management and Clinical KPIs
- Establish appropriate clinical performance indicators
in collaboration with the CQO and COO.
- Monitor clinical outcomes and performance across
departments.
- Review clinical dashboards and performance reports.
- Establish improvement targets for clinical
departments.
- Conduct regular clinical performance reviews with
medical directors and department heads.
- Identify underperforming clinical areas and implement
corrective actions.
- Ensure clinical performance information is accurate,
timely, and actionable.
- Benchmark clinical performance where appropriate.
15.
Reporting and Governance Duties
- Report clinical performance, major clinical risks,
and improvement priorities to the COO.
- Provide regular clinical reports and recommendations
to senior management.
- Escalate serious clinical risks and patient safety
concerns promptly.
- Participate in executive management meetings and
relevant governance committees.
- Maintain appropriate documentation of clinical
governance decisions and action plans.
- Support internal and external audits, accreditation
processes, and regulatory inspections.
- Ensure timely implementation and follow-up of
clinical governance decisions.
16. Other
Duties as Required
- Represent Washington Healthcare in professional and
clinical engagements when delegated.
- Participate in strategic planning, organizational
development, accreditation, and transformation initiatives.
- Support major clinical projects, partnerships, and
service expansion.
- Provide clinical leadership during organizational
change.
- Perform other duties and responsibilities assigned by
the Chief Operating Officer.
- Medical Doctor (MD/MBBS) degree from a recognized
institution.
- Specialist qualification in a relevant clinical field
is highly preferred.
- Master's degree in Healthcare Management, Public
Health, Business Administration, Health Services Management, or a related
field is an advantage.
- Minimum of 15 years of progressive clinical
experience, preferably within a hospital or tertiary healthcare
environment.
- At least 8 years of experience in senior clinical,
medical, hospital, or healthcare leadership.
- Demonstrated experience in clinical governance,
quality improvement, patient safety, and medical leadership.
- Experience managing multidisciplinary clinical teams.
- Experience working in a hospital, medical center,
diagnostic center, or other complex healthcare organization.
- Demonstrated experience in developing and
implementing clinical standards, policies, protocols, and improvement
programs.
- Experience in accreditation, clinical audit, patient
safety, or healthcare quality is highly preferred.
