The Associate Project Manager is responsible for
supporting the Project Manager in the planning, coordination, implementation,
monitoring, and control of the Washington Hospital construction project.
The position holder will work closely with the Project
Manager, architects, engineers, consultants, contractors, subcontractors,
suppliers, and other project stakeholders to ensure that project activities are
implemented effectively and in accordance with the approved project scope,
design, schedule, budget, quality standards, safety requirements, contractual
obligations, and applicable laws and regulations.
The Associate Project Manager will provide technical
and managerial support throughout the project lifecycle, including design
development, procurement, construction, testing and commissioning, completion,
and handover.
b. Statement of Duties
to be Performed
The Associate Project Manager shall:
- Support
the Project Manager in the overall planning, coordination, monitoring, and
control of the Washington Hospital construction project.
- Assist
in developing, reviewing, updating, and monitoring project implementation
plans, work programs, schedules, milestones, and deliverables.
- Coordinate
project activities among the client, Project Manager, consultants,
architects, engineers, contractors, subcontractors, suppliers, and other
stakeholders.
- Monitor
construction progress against approved project schedules and identify
delays, risks, constraints, and potential impacts on project completion.
- Assist
in preparing and reviewing project schedules using appropriate project
management and scheduling tools, including MS Project or Primavera P6.
- Monitor
the progress of design development, technical submissions, shop drawings,
material submittals, method statements, requests for information, and
other project documentation.
- Support
effective coordination between architectural, structural, mechanical,
electrical, plumbing, medical, fire protection, ICT, and other specialist
works associated with hospital construction.
- Assist
in reviewing construction drawings, specifications, design changes,
technical submissions, and other project documents to identify
coordination issues and potential impacts on cost, quality, schedule, and
constructability.
- Monitor
contractors' performance against approved contracts, work programs,
specifications, quality requirements, and project milestones.
- Support
the Project Manager in contract administration, including monitoring
contractual obligations, notices, claims, variations, extensions of time,
and other contractual matters.
- Assist
in reviewing and monitoring project costs, payment applications,
variations, change orders, and other financial matters in coordination
with the Project Manager and relevant professionals.
- Monitor
the implementation of approved project budgets and identify potential cost
overruns or financial risks.
- Assist
in reviewing contractors' interim payment applications and supporting
documentation before submission for approval.
- Coordinate
with consultants and contractors to ensure that construction works are
implemented in accordance with approved drawings, specifications,
applicable standards, and contractual requirements.
- Participate
in regular site inspections, coordination meetings, progress meetings,
technical meetings, and other project meetings.
- Prepare,
review, and follow up on meeting minutes, action plans, project
correspondence, progress reports, and other project documentation.
- Monitor
the implementation of quality assurance and quality control requirements
and coordinate with relevant project personnel to address non-conformities
and quality issues.
- Monitor
project health and safety requirements and support the implementation of
appropriate occupational health and safety measures on the construction
site.
- Identify
project risks and assist in developing and implementing risk mitigation
and corrective action plans.
- Monitor
the procurement and timely delivery of materials, equipment, and other
resources required for project implementation.
- Coordinate
with suppliers and subcontractors, where required, to support timely
procurement, delivery, installation, testing, and commissioning of project
components.
- Assist
in monitoring testing, commissioning, inspection, snagging, rectification,
completion, and handover activities.
- Maintain
effective project records, including drawings, schedules, reports,
correspondence, approvals, technical submissions, contracts, variation
records, and other relevant documentation.
- Assist
in preparing periodic project progress reports for management,
highlighting progress, achievements, delays, risks, issues, required
decisions, and recommended corrective actions.
- Review
project performance against key performance indicators, approved scope,
cost, schedule, quality, and other project objectives.
- Assist
the Project Manager in resolving technical, contractual, construction,
coordination, and stakeholder issues that may affect project performance.
- Establish
and maintain effective professional working relationships with internal
and external project stakeholders.
- Ensure
that all assigned responsibilities are performed in accordance with
Washington Health Care PLC policies, procedures, applicable Ethiopian laws
and regulations, and approved project requirements.
- Maintain
confidentiality of project, contractual, financial, technical, and
organizational information.
- Perform
other duties as assigned by Washington Health Care PLC.
Education
- Bachelor's
Degree in Civil Engineering, Construction Management, Engineering,
Architecture, or a closely related discipline from a recognized
institution.
- A
Master's Degree in Project Management, Construction Management,
Engineering, or a related field is an advantage.
- Professional
certification or membership in a recognized engineering, construction, or
project management professional body is an advantage.
d. Prior Work Experience
- Minimum
7–8 years of relevant professional experience in construction
and/or project management.
- Demonstrated
experience in the implementation and management of medium- to large-scale
construction projects.
- Practical
experience supporting or managing projects from design development
through construction, commissioning, and handover.
- Demonstrated
experience in construction coordination, project scheduling, cost control,
contract administration, quality management, and stakeholder coordination.
- Experience
in hospital or healthcare facility construction is highly desirable
and will be a major advantage.
- Experience
in large-scale commercial, institutional, healthcare, hospital, hotel, or
mixed-use construction projects is preferred.
